Yes an electrician will be needed to install the LED lights for the best option you want your lights connected to a switch with a remote for dimming . You would need a qualified electrician to help with that contact them before installing the cornices so all cabling is in place.
Yes a conduit is needed it does three very important things: it distributes the light evenly , it prevents light bleeding through and it keeps dust from sitting directly on top of your LED lights.
Yes, it is best to install the LED last painting before gives you an opportunity to paint inside the channel which is recommended for an even light distribution it also prevents any paint spilling on your lights.
To pull the cable into the LED channel you will make a small incision at the back of the cornice close to where the cable will sit, before adhering the cornice to the wall pull the cable through and stick as usual .
